How NOT to hang your Christmas decorations

My friend, Shelley, sent me these pictures of a city maintenance crew hanging up the Christmas decorations in town. These guys have probably been working this way for years. What will take to make them change? Administrative controls? As I’ve mentioned before, falls are the #1 killer in construction.
 
It makes me wonder, what type of injury it will take or will it take a fatality to change working practices such as this. Small towns who do not have adequate resources to perform work of this type won’t change until a bad accident, injury or death happen. There are always better practices that can be employed and team work is the key! Thanks for bringing awareness to every day practices that are scary!
